Duplicate content is text that appears at more than one address, either within a single site or across different sites. Search engines then choose which version to show and largely ignore the rest. There is no penalty in the strict sense, but the effect is similar: one version gets the visibility and the others get none.
Why this matters when buying placements
Two reasons. If the article you place is published elsewhere as well, the version the search engine picks may not be yours, and your link sits on the ignored copy. And if your own target page duplicates another page on your site, the link strengthens a page that was never going to rank.
The trap with syndicated articles
Some publishers distribute the same article across a network of sites. That looks like many placements and behaves like one. If a listing promises publication on several domains with identical text, it is one placement sold several times over.
How to avoid it
Have every article written for one outlet only. Never reuse a guest post text on your own blog. And check before booking whether the publisher runs a syndication network.
The honest limitation
Small overlaps, boilerplate, and standard legal text are normal and harmless. The problem starts when the substance of a page exists elsewhere in the same form.
