A link building strategy decides which of your pages receive links, in which order, with which anchors, and at what pace. Without it, placements land on whatever page seemed important that week, and the budget spreads too thin to move anything.
The four questions to answer first
Which pages actually earn money. Which of those are within reach, meaning the competition is beatable at your domain strength. How many links the pages above you have. And what a realistic pace looks like for a site your size.

Ten links on one page move it. Ten links spread across ten pages move nothing measurably. The most common mistake in link buying is treating every page as equally deserving, which guarantees that no page gets enough to cross the threshold.
What a sensible pace looks like
There is no universal number, and anyone quoting one is guessing. What matters is that growth looks continuous rather than spiky. A site that gains three links a month for a year looks different from one that gains thirty-six in a week, even though the total is identical. See backlink profile.

A strategy cannot fix a weak page. If the target does not deserve to rank, the strategy question is not which links to buy, it is whether to improve the page first.
