Link building is the practice of getting other websites to link to yours. Search engines read those links as references, which is why link building remains one of the few ranking levers you cannot pull on your own site. It is done through outreach, editorial placements, or by buying placements on a marketplace.
What decides whether it works
Three things, in this order. Whether the target page deserves to rank at all. Whether the linking publisher has real readers and a matching topic. And whether links arrive at a pace that looks like normal growth. Most failed campaigns fail on the first point, not the third.

Before the first link is bought, the target page has to be indexable, indexed, and better than what currently ranks. A link to a page Google cannot crawl is money burned, and this happens more often than anyone admits. Check indexing first, then buy.
